A key part of making a mermaid costume is getting the tail just right. Grab a helper, stand with your feet together, and have your helper loosely wrap your legs with plastic wrap. Cover the plastic wrap in strips of duct tape from top to bottom, make a single cut down the side to remove the form, put it back together, and use packing material to fill your dummy tail.
